About this opportunity

Clay County Board of County Commissioners is requesting bids for drainage repair and new public works construction services on an as-needed basis throughout Clay County, Florida under IFB, with bids due July 9, 2026 at 4:00 p.m. The County intends to award a minimum of two contracts to the lowest responsive and responsible bidders based on total unit cost prices.

Scope includes repair, replacement, rehabilitation, modification, or construction of storm drainage systems and associated infrastructure — pipes, culverts, drainage structures, roadway restoration, and appurtenances — with all labor, supervision, materials, equipment, traffic control, erosion and sediment control measures, and permits furnished by the contractor. Work is performed throughout Clay County on an as-needed basis through task orders and purchase orders with no guaranteed minimum quantity.

All work must comply with current editions of applicable federal, state, and local laws, including Florida Department of Transportation standards, AASHTO standards, and Clay County specifications. Contractors must be properly licensed and registered under Florida Statutes Chapter 489 and must meet any applicable prequalification requirements for projects exceeding $250,000.

Contractors must maintain comprehensive insurance including Commercial General Liability of $1 million per occurrence and $2 million aggregate, Workers' Compensation at statutory limits, and Business Automobile Liability of $1 million combined single limit. Performance and Payment Bonds are required for projects exceeding $200,000. Mobilization costs are structured at 10 percent of construction costs for the first $50,000 and 5 percent above $50,000; Maintenance of Traffic and Bypass Pumping costs are negotiated on a per-project basis.

Questions are due June 30, 2026 at 4:00 p.m. Non-mandatory bid opening is scheduled for July 10, 2026 at 9:00 a.m. at the Clay County Administration Building. The estimated Board recommendation is scheduled for July 28, 2026. Bids must be submitted electronically through the County's e-Procurement Portal at https://secure.procurenow.com/portal/claycounty. The County reserves the right to reject any and all bids without cause and to award to multiple bidders.
