A minimum 36 percent economically disadvantaged business (EDB) participation goal applies, requiring use of certified State-Local Disadvantaged Business Enterprise (SLDBE) or LA-UCP vendors.

The scope encompasses point repair of small-diameter drain lines and structures at multiple sites citywide, including removal and disposal of existing pavement, excavation, installation of reinforced concrete pipe (12" to 36" diameter) and PVCP pipe in specified sizes, point repairs of existing drain lines up to 10 feet in length across multiple diameters, manhole and catch basin construction and rehabilitation, concrete sidewalk and driveway installation, and curb and gutter work. Bidders must submit bids on a lump-sum basis with unit prices per the Louisiana Uniform Public Work Bid Form.

Bid security of 5 percent is required in the form of certified check, bank money order, or bid bond. The successful bidder must furnish performance and payment bonds within ten consecutive calendar days of award and execute the contract before a Notary for SWBNO; notarial fees range from $227 to $4,608 based on contract value. Prevailing wage rates established by the U.S. Department of Labor apply. Work must be completed within 730 calendar days from commencement, with liquidated damages of $2,000 per day for delays. All prices must be held firm for 120 days or until final board award. Louisiana contractor licensing is required; the license number is mandatory on the bid envelope.

A non-mandatory pre-bid conference is scheduled for November 2, 2026 at 11:30 a.m. CDT at the Carrollton Water Purification Plant Engineering Building with virtual participation available. The deadline for inquiries is November 5, 2026 at 5:00 p.m. CDT. The two lowest numerical bidders have three working days following bid opening to submit additional documentation including EDB participation forms.
