About this opportunity

Broward County Purchasing Division is soliciting proposals for external audit services under draft RFP No. GEN2132533P1, with an estimated proposal due date of October 16, 2026. This is a notice of future solicitation; final dates and terms remain subject to change and will be published through BPRO, Broward County's electronic bidding system.

A 25 percent County Business Enterprise (CBE) participation goal applies. Vendors must hold a State of Florida Certified Public Accounting Firm license and demonstrate completion of at least one financial audit of a Florida municipality or county with a population of 100,000 or more within the past five years.

The scope covers annual financial and compliance audits for Broward County, five independently elected Constitutional Officers (Clerk, Property Appraiser, Sheriff, Supervisor of Elections, Tax Collector), Housing Finance Authority, and Clerk as a discretely presented component unit. Audit services include the County's comprehensive financial statements, enterprise funds (Aviation, Port Everglades, Water and Wastewater, Hotel), Transportation Surtax program, federal and state grant compliance, internal controls and information systems controls reviews, Government Auditing Standards compliance, and management letters addressing findings and recommendations. The County's fiscal year 2025–2026 budget exceeds $8 billion. Staggered report deadlines run from January 15 through May 31 annually.

The contract term is five years, covering fiscal years 2027 through 2031, with no renewal options. The estimated contract value exceeds $500,000, requiring Board approval. The evaluation committee scores responses on a 100-point scale: professional personnel qualifications (15 points), project approach and quality management (25 points), past performance (25 points), location preference (5 points), and pricing (20 points). Lowest proposed price receives maximum points in the pricing component. The County reserves the right to negotiate pricing following evaluation. Vendors must comply with criminal history screening, lobbyist registration, drug-free workplace, and public entities crime certifications. Register in BPRO to receive formal solicitation notifications.
