About this opportunity
The State of Colorado, Department of Personnel and Administration, Office of Sustainability, is soliciting quotes for Inflation Reduction Act (IRA) tax credit compliance services covering approximately 10 solar projects, 2 battery storage systems, 1 ground source heat pump system, and approximately 26 electric vehicle chargers across multiple state agencies (Colorado Department of Human Services, Department of Military and Veterans Affairs, and Department of Natural Resources), with quotes due September 11, 2026 at 3:00 PM Mountain Standard Time via email and estimated award notification during the week of September 21.
Scope includes education on applicable IRA tax credit rules (30C, 48E, 48, 45Y, 45W); eligibility assessment of state agency projects; compliance documentation collection and validation; IRS pre-filing registration and extension submissions; tax form preparation and electronic filing; and facilitation of tax credit transfers or sales. Projects range from 18 kilowatts to 3,306.2 kilowatts in solar capacity with 612 kilowatt-hours of battery storage, placed in service during calendar years 2026 and 2027 at facilities throughout Colorado. Total estimated project costs are approximately $19.6 million.
Pricing is a fixed fee per filing year encompassing all identified projects in the base scope, with an expanded-scope option providing fixed per-project or per-location fees if the state expands its portfolio. Vendor payment is contingent upon successful submission of tax credit filings; rejected filings must be corrected and resubmitted at no additional cost. The initial contract term runs October 16, 2026 through June 30, 2027, with potential extension for additional terms not to exceed five years total.
Mandatory minimum requirements include documented experience e-filing direct pay credits on behalf of a state or municipality. Respondents must submit a W-9 form, insurance certificate, and proof of Good Standing with the Colorado Secretary of State prior to contract execution. Service Disabled Veteran Owned Small Businesses certified by the U.S. Small Business Administration are eligible. Award will be made to the responsible respondent whose acceptable quote is most advantageous to the State, with price as the primary consideration. Written inquiries were due September 2, 2026.
