About this opportunity

The San Francisco Department of Public Health is requesting proposals for HIV Hospice Care and Mental Health Services to serve HIV-positive San Francisco residents who are uninsured, underinsured, experiencing homelessness, or multi-diagnosed, with proposals due October 1, 2026 at 2:00 PM PT and a pre-proposal conference on September 9, 2026. A Local Business Enterprise rating bonus of 10 percent applies to small or micro-LBEs and 5 percent to SBA-LBEs, though there is no LBE subcontracting requirement.

Proposers must operate a licensed and currently functioning hospice care facility delivering attendant care, counseling, nursing care, palliative therapeutics, physician services, psycho-social services, and room and board. Mental health services include psycho-social assessments and individual and group therapy. Minimum qualifications require at least five years of cumulative experience providing hospice care and mental health services to people with HIV, with third-party documentation required. The contract term is anticipated to be five years with five one-year renewal options at the City's discretion.

The estimated annual contract value for year one is $1.417797 million. For-profit contractors receive fixed pricing for the initial five-year term; nonprofit contractors receive fixed pricing for year one with subsequent adjustments based on the Consumer Price Index or cost-of-living adjustments issued by the City Controller's Office. Funding derives from Health Resources & Services Administration HIV/AIDS Bureau Ryan White Part A and California Office of AIDS Ryan White Part B funds, which may only be used for services not reimbursed by other federal, state, or private funding sources.

Evaluation is based on firm qualifications and experience (20 points), staff qualifications (25 points), demonstrated understanding of scope of work (35 points), and cost proposal (20 points), with possible interview scoring of an additional 25 points. Questions are due September 16, 2026 at 5:00 PM PT, with an estimated Q&A addendum posting September 23. Award is estimated for November 2026 and Health Commission presentation for February 2027, with contract start March 1, 2027. Proposers must submit three professional references, comply with prevailing wage, Minimum Compensation Ordinance, Health Care Accountability Ordinance, First Source Hiring requirements, and maintain required insurance including $1 million professional liability coverage. Non-collusion affidavit and Chapter 12L compliance declaration are mandatory.
