The City and County of San Francisco Department of Public Health is requesting proposals for art engagement services for seniors and adults with disabilities at Laguna Honda Hospital and Rehabilitation Center under RFP 11884, with proposals due July 27, 2026 at 2:00 PM PT and a mandatory pre-proposal conference on July 2, 2026.
A 10% rating bonus applies to small and micro Local Business Enterprises; LBE subcontracting participation requirements have been waived. Proposers must demonstrate at least three years of cumulative experience providing art engagement services for seniors and adults with disabilities in healthcare facility settings, supported by third-party documentation.
The scope requires up to five three-hour art instructional classes per week for at least 50 weeks annually (approximately 250 classes per year), serving an average of 10 residents per class. The service delivery model must include an Artist-in-Residence or art instructor and at least one qualified assistant instructor, one-on-one individualized support, resident evaluations, exhibit coordination, and HIPAA-compliant records management. Instructors must be bilingual in English and Spanish, Chinese, and/or Tagalog. Compensation is structured as an all-inclusive per-class rate covering classroom setup, resident assistance, administrative fees, staff salaries, and travel.
The estimated contract value exceeds $20,000 but does not exceed $400,000. The contract term is five years with five one-year renewal options at the City's sole discretion, with an anticipated start date of January 1, 2027. For-profit firms receive fixed pricing for the initial five years with price adjustments for optional years limited to the Consumer Price Index for the San Francisco-Oakland-Hayward region. Nonprofit firms receive fixed pricing for the first year with subsequent adjustments following the City Controller's annual cost-of-living and cost-of-doing-business guidance.
All proposers must comply with San Francisco prevailing wage obligations, minimum compensation ordinance requirements ($21.54–$22.50 per hour depending on entity type and effective date), health care accountability ordinance declarations, and Business Associate Agreement provisions. Questions are due July 13, 2026 at 5:00 PM PT, with a Q&A addendum estimated for July 20, 2026. Award announcement is anticipated August 31, 2026. Contact: Lisa Lui at lisa.lui@sfdph.org.
