About this opportunity

The City of Fort Myers is requesting statements of qualifications for professional engineering and environmental consulting services for downtown stormwater drainage improvements along First Street, with proposals due October 30, 2026 at 2:00 p.m. The project reduces repetitive stormwater flooding across approximately 1 mile of First Street from Edison Bridge west toward Virginia Avenue, funded through FEMA's Hazard Mitigation Grant Program (HMGP) administered by the Florida Division of Emergency Management (FDEM) and CDBG-DR.

Respondents must meet mandatory minimum qualifications: three consecutive years in business under the current company name, compliance with federal and state regulations, and disclosure of any litigation or criminal conduct. Required certifications include Byrd Anti-Lobbying Certification, Current Capacity Certification, E-Verify compliance documentation, debarment and suspension certification, drug-free workplace certification, and human trafficking prohibition affidavits.

Phase I scope encompasses engineering design, technical studies, field investigations, surveying, geotechnical evaluations, hydrologic and hydraulic analysis, environmental review and NEPA compliance, permitting, and preparation of construction documents. The project must accommodate a minimum 50-year storm event and include upsized piping, culverts, drainage structures, and roadway restoration. Phase II covers construction phase consulting—contractor submittal reviews, site inspections, progress meeting coordination, and project closeout. Phase II services are contingent upon FEMA approvals and City authorization.

Proposals must include professional liability and errors and omissions insurance, commercial general liability, workers' compensation, and environmental or pollution liability insurance as applicable. Respondents must propose separate pricing for Phase I and Phase II.

Evaluation weights 45 percent for approach to the project and 55 percent for firm experience and personnel qualifications, including demonstration of at least two completed projects with similar scope and budget within the last five years. The Selection Committee meets November 12, 2026 at 3:00 p.m., with optional presentations November 19. The City will negotiate with the highest-ranked responsive and responsible respondent under Florida Statutes Section 287.055. A non-mandatory pre-proposal meeting is scheduled October 8, 2026 at 9:30 a.m. at Fort Myers City Hall or virtually. Questions are due October 13 at 4:00 p.m.

Opportunity text

The City of Fort Myers seeks qualified professional firms to provide comprehensive engineering, environmental, permitting, and construction phase services for stormwater drainage improvements along First Street in downtown Fort Myers. The project is funded through the Federal Emergency Management Agency (FEMA) Hazard Mitigation Grant Program (HMGP), administered by the Florida Division of Emergency Management (FDEM) and CDBG-DR.

The project is intended to reduce repetitive stormwater flooding impacting approximately 1 mile (5280 linear feet) of First Street from Edison Bridge west toward Virgina Avenue. The proposed improvements will increase stormwater system capacity to mitigate flooding associated with intense rainfall events and coastal influences, protecting roadway infrastructure, maintaining emergency access, and reducing loss of function within the downtown corridor.

The selected firm shall provide all professional services necessary to evaluate, design, permit, and support construction of stormwater infrastructure improvements, including upsized piping, culverts, drainage structures, and associated roadway restoration.
