Downtown ADA Improvements

The City of Mulvane, Kansas is soliciting sealed bids for ADA improvements at six downtown facilities, with bids due November 18, 2026 at 10:00 a.m. CST at Mulvane City Hall. The project is partially funded through the Small Cities Community Development Block Grant Program administered by the Kansas Department of Commerce, which brings federal compliance obligations. Minority Business Enterprises (MBE), Women Business Enterprises (WBE), and Disadvantaged Business Enterprises (DBE) are encouraged to bid, which is an invitation rather than a set-aside.

The scope covers ADA entryway improvements at the Mulvane Recreation Center, Mulvane Senior Center, Luciano's, Lil Deuce Scoop, Empire Tacos, and Triumph Flowers, including sidewalk and doorway improvements. Contractors and subcontractors must comply with Davis-Bacon prevailing wage requirements, the Copeland Anti-Kickback Act, and the Contract Work Hours and Safety Standards Act. Bidders must also meet Section 3 of the Housing and Urban Development Act, Section 109 of the Housing and Community Development Act, the Civil Rights Act of 1964, Executive Order 11246, and the Buy America Build America Act.

Bidding documents are available electronically or on CD through Drexel Technologies at www.drexeltech.com. Prospective bidders are encouraged to register as plan holders to receive official notifications and addenda. Professional Engineering Consultants, PA issued the documents on the City's behalf, and technical questions go to Kyle Kelsey, PE, at 316-206-1471 or Kyle.Kelsey@pec1.com. The City reserves the right to reject any and all bids. The opportunity was posted October 30, 2026 in Sedgwick County.
