About this opportunity
The State of Delaware, through the Office of Management and Budget's Division of Facilities Management, is soliciting sealed bids for the Dover DMV Pay Lane Expansion project (Contract No. MC5511000077), a public works construction initiative. The procurement encompasses the installation of an additional pay lane at the Dover DMV facility located at 303 Transportation Circle, Dover, Delaware 19901, including concrete curbs, asphalt paving, a canopy with associated steel structure, electrical work, a pneumatic tube system, and related demolition and construction activities. Bidders must comply with prevailing wage rate requirements established by the Office of Management and Budget, which mandate specific compensation levels for laborers, equipment operators, carpenters, electricians, and other skilled trades throughout the project duration. Contract documents are available for purchase from Reprographics Center, Inc. (298 Churchmans Road, New Castle, Delaware 19720; phone: 302-328-5019) for a non-refundable fee of $50.00 per set. A mandatory pre-bid meeting is scheduled for Wednesday, May 13, 2026, at 9:00 AM at the Public Safety Building, 303 Transportation Circle, Dover, Delaware 19901, with attendance required for bid eligibility. Sealed bids must be submitted through the Bonfire Portal (https://DFM.bonfirehub.com) by 1:00 PM local time on May 28, 2026, with bids to be opened and read aloud at 2:00 PM the same day at the Haslet Armory, 122 Martin Luther King Boulevard South, Dover, Delaware 19901. Each bid must include bid security equivalent to ten percent of the bid amount plus all additive alternates, and the successful bidder must post performance and payment bonds each equal to 100 percent of the contract price upon contract execution.
The State affords full bidding opportunities to Minority Business Enterprises (MBEs), Disadvantaged Business Enterprises (DBEs), Women-Owned Business Enterprises (WBEs), and Veteran-Owned Business Enterprises (VBEs), with assurances that bidders will not be subject to discrimination based on race, creed, color, sex, sexual orientation, gender identity, or national origin. The contract operates on a stipulated sum basis under AIA Document A101-2017, with payment terms allowing monthly progress payments following architect certification, five percent retainage until substantial completion, and final payment within 30 days of closeout documentation receipt. Bidders must account for price increases due to tariffs, inflation, and supply chain interruptions within their bid prices, with change orders for such events to be denied. All contractors and subcontractors are required to comply with Delaware Code Title 29, Chapter 69 prevailing wage requirements, implement mandatory drug testing programs for all on-site employees, and provide craft training compliance certifications where applicable. The State reserves the right to reject any or all bids and to award the contract within 30 days of bid opening to the lowest responsive and responsible bidder. Bid submission and related documentation will be managed through the Bonfire Interactive online bidding portal, with vendor registration at no cost required for portal-designated submissions.
