About this opportunity

Paragraph 1:

The University of Maryland College Park is seeking proposals from responsive and responsible bidders to provide staffing for the Department of Transportation Services (DOTS) to support campus events, specifically football games, basketball games, and other special events. The contractor will be responsible for supplying customer service personnel, including parking attendants, handheld operators, supervisors, and managers, to direct vehicles, screen and mark permits, process cashless payments, provide customer support, and manage overall event operations. The contract requires strict staffing policies, revenue collection and security procedures, and the use of DOTS-provided equipment and uniforms. Proposals will be evaluated based on the contractor's ability to meet the mandatory requirements, references, and the economic benefits to the state of Maryland. The contract term is for one year with up to four additional one-year renewal options, and proposals are due by July 9, 2024, with the contract anticipated to be awarded in time for the Fall 2024 football season.

Paragraph 2:

There is no Minority Business Enterprise (MBE) participation goal for this procurement, but the economic benefit to Maryland's economy, including the use of local subcontractors and tax revenue generation, is a factor in the evaluation. The current staffing levels for football and basketball games are provided, and the University is seeking contractors with experience in university parking operations of similar size and scope. The contract will be based on per-event staffing requirements determined by DOTS, with no reimbursement for travel, setup, or breakdown costs. The University will conduct site audits and "secret shopper" programs to monitor the contractor's performance, and the contractor will be required to operate an online permit sales platform and provide PCI-compliant handheld devices for onsite permit verification and sales.
