About this file
This document is an Exhibit 3 - Functional Requirements & Features Matrix related to a contract opportunity from the University of Maryland (DOTS) for staffing support for campus events. The contract requires the provision of customer service staff including attendants, handheld operators, supervisors, and managers to direct vehicles, screen/mark permits, process credit card payments, provide customer support, and manage event operations. Key requirements include 100% credit card/cashless operations, use of DOTS-provided equipment and uniforms, strict staffing and attendance policies, revenue collection and security procedures, invoicing and payment terms, and economic benefit reporting. The contract term and renewal options are not specified.
Pricing for the contract will be based on per-event staffing requirements determined by DOTS, with no reimbursement for travel, setup, or breakdown costs. The contractor will be responsible for operating an online permit sales platform and providing PCI-compliant handheld devices for onsite permit verification and sales. The University will conduct site audits and "secret shopper" programs to monitor performance. Economic benefits to the state of Maryland, including use of local subcontractors and tax revenue generation, will be evaluated as part of the technical proposal.
