About this opportunity
Louisiana Department of Transportation and Development, District 07 (Lake Charles) is requesting quotations for six snatch blocks with 16-inch sheave diameter, bronze bushed with swivel shackle, rated for 3/4 to 7/8 inch rope diameter and 15-ton safe working load (McKissick No. 419 or equal) under RFQ 3000026820, with quotes due October 25, 2026 at 11:59 p.m. CST. A ten percent Louisiana preference applies to products produced, manufactured, or assembled within the state, and a separate five percent U.S. preference applies to U.S.-manufactured products; bidders claiming either preference must submit the corresponding certification form prior to bid opening. To qualify for Louisiana preference, vendors must maintain a workforce comprised of a minimum of fifty percent Louisiana residents and may claim preference only if the quoted price does not exceed the lowest bid by more than ten percent; U.S. preference similarly caps the cost advantage at five percent over non-U.S. alternatives.
Delivery is to the DOTD Engineering & Operations office at 5827 Highway 90 East, Lake Charles, Louisiana 70615, Monday through Thursday, 7:00 a.m. to 3:30 p.m. CST (excluding holidays and weekends), with at least 24 hours notice required to Derek Domingue at (337) 437-9143. Vendors must quote unit pricing on an F.O.B. destination basis with freight prepaid; all products must be new and meet specified standards, with technical documentation required for equivalent brands. Bids remain firm for thirty days from opening, and payment is made within thirty days of invoice receipt or delivery, whichever is later. Bidders may propose a payment discount for payment within thirty days, though discounts below one percent will not be considered for award evaluation. The contract may be extended for two additional twelve-month periods at the same prices and terms, for a maximum total term of thirty-six months. Vendor registration with the Louisiana Secretary of State (for Louisiana or foreign LLCs or corporations) and LaPac registration are required prior to award. Quotations must be submitted via email to adrian.stallone@la.gov with the RFx Number in the subject line.
