About this file
This is a Louisiana Preference documentation form related to the Louisiana Department of Transportation and Development (DOTD) procurement for Snatch Blocks (D07). The form establishes the requirements for bidders to claim the ten percent Louisiana preference on products produced, manufactured, or assembled within the state. To qualify for preference consideration, bidders must complete the form in its entirety and submit it prior to bid opening. The preference applies only to products that meet quality standards equivalent to out-of-state alternatives and whose cost does not exceed the lowest bid by more than ten percent. Additionally, vendors claiming Louisiana preference must maintain a workforce comprised of a minimum of fifty percent Louisiana residents.
The document defines key terms including "assembled" (putting together component parts at a Louisiana facility), "manufactured" (making products suitable for use from raw materials), "processed" (altering raw products to enhance value), and "produced" (manufacturing, planting, cultivating, growing, or harvesting). Bidders claiming preference must specify whether it applies to all line items or specific items only, identify the Louisiana locations where products are produced, manufactured, or assembled, and confirm their company's workforce composition meets the fifty percent Louisiana resident requirement. If a bidder elects not to claim preference, no additional information is required on the form.
