About this opportunity

The Rhode Island Department of Transportation (RIDOT) is seeking contractor services for the DOT Bridge Painting Task Order Program (ID/IQ), a solicitation targeting on-call bridge painting services throughout the state. This procurement is part of RIDOT's Bridge Preservation Program and requires contractors to provide comprehensive services, including all necessary labor, equipment, and materials for bridge painting tasks at various locations. The initial contract period will span three years, with options to renew for two additional 12-month periods based on vendor performance and funding availability. Proposals must be submitted electronically through the Ocean State Procures system by July 28, 2023, at 11:30 AM EDT, with a vendor Q&A period running from June 30 to July 19, 2023. Evaluation criteria will include technical merit, cost proposals, and Minority/Women/Disability Business Enterprise (ISBE) participation rates, with points awarded based on the proposed technical approach, lowest cost, and ISBE utilization. Contractors must demonstrate technical capabilities, provide comprehensive insurance coverage, and be prepared to coordinate work through RIDOT's Office of Project Management and Bridge Engineering in conjunction with the Federal Highway Administration and local municipalities.

The solicitation includes specific requirements for Disadvantaged Business Enterprise (DBE) participation, with a DBE goal applied to the total contract value, including potential change orders. Vendors must be registered in both the Ocean State Procures system and SAM.gov, with active registrations required prior to contract award. Insurance requirements are stringent, mandating $1 million in general liability coverage, $100,000 in workers compensation, and $1 million in automobile liability coverage. While the total contract value is not explicitly stated, the Indefinite Delivery/Indefinite Quantity (ID/IQ) structure suggests flexibility in project scope and potential future task orders. The state reserves the right to make single or multiple awards and may reject any or all proposals. Successful contractors must comply with federal and state equal employment opportunity regulations, provide detailed documentation of DBE participation, and be prepared to submit monthly DBE utilization reports through RIDOT's Civil Rights software (PRISM).
