About this opportunity
The Ohio Department of Transportation (ODOT), through the Ohio Facilities Construction Commission (OFCC), is seeking Registered Design Professional services for two Full-Service Maintenance Facilities located in Henry County (Napoleon) and Wyandot County (Upper Sandusky). The procurement involves comprehensive architectural and engineering services, including program verification, schematic design, design development, construction document preparation, bid and award support, construction administration, and post-construction closeout. Each facility will encompass multiple structures such as a truck storage building (22,000 square feet), administration section (4,000 square feet), mechanical services section (7,500 square feet), cold storage structure (8,000-10,000 square feet), salt storage structure, material storage structures, vehicle wash bay (2,800 square feet), and fuel storage systems. The Request for Qualifications (RFQ) requires the lead A/E discipline to be architecture, with secondary disciplines including civil, structural, mechanical-electrical-plumbing, and fire protection engineering. Evaluation criteria will focus on demonstrated ability to meet project vision, scope, budget, schedule, relevant project experience, team qualifications, past performance, and knowledge of Ohio Capital Improvements processes. The response deadline is November 24, 2025, at 2:00 p.m. local time, with ODOT planning to short-list the top five ranked A/E teams for interviews.
The procurement includes a mandatory participation in the Encouraging Diversity, Growth & Equity (EDGE) Program, with a 6.00 to 6.25 percent participation goal for disadvantaged enterprises. Firms must submit a Commitment to Participate form and Statement of Intent to Contract documentation. Additional service providers must include environmental testing and analysis, surveying, quality assurance testing, and geotechnical testing. The projects are state-funded, with each facility budgeted at $15,104,250 and estimated construction costs of $13,720,370. The basic fee range is 6.00 to 6.25 percent of construction costs, which adjusts to 5.60 to 5.85 percent if a single A/E team is selected for multiple projects. The anticipated professional services schedule includes a start date of March 26, construction notice to proceed on March 27, substantial completion by May 28, and professional services completion on July 28. Submittals must be electronic, submitted as a single PDF file via OhioBuys, limited to 25 MB, and include a Statement of Qualifications (Form F110-330). The Contracting Authority reserves the right to award one or multiple projects at its discretion, with the selected A/E team required to provide at least 12 hours of on-site construction administration services weekly during construction.
