About this file

This is a Request for Qualifications (RFQ) for Registered Design Professional services issued by the Ohio Department of Transportation (ODOT) through the Ohio Facilities Construction Commission (OFCC). The RFQ solicits architectural and engineering services for the concurrent design and development of two Full-Service Maintenance Facilities: one in Napoleon, Henry County (DOT-250006) and one in Upper Sandusky, Wyandot County (DOT-260012). The selected A/E team will provide comprehensive professional services including program verification, schematic design, design development, construction document preparation, bid and award support, construction administration, and post-construction closeout services. Each facility comprises multiple structures including a truck storage building (22,000–22,000 square feet), administration section (4,000 square feet), mechanical services section (7,500 square feet), cold storage structure (8,000–10,000 square feet), salt storage structure, material storage structures, vehicle wash bay (2,800 square feet), and fuel storage and brine/calcium system tanks. The response deadline is November 24, 2025, at 2:00 p.m. local time. ODOT anticipates short-listing the top five ranked A/E teams for interviews, with one or multiple projects potentially awarded to selected firms at the Contracting Authority's discretion. A/E teams must provide not less than 12 hours of on-site construction administration services weekly during construction. The anticipated schedule includes professional services start on March 26, construction notice to proceed on March 27, substantial completion on May 28, and professional services completion on July 28.

The estimated basic fee range is 6.00 to 6.25 percent of the construction cost, adjusting to 5.60 to 5.85 percent if a single A/E team is selected for multiple projects. Both projects are state-funded at $15,104,250 each with construction costs of $13,720,370 per facility. The RFQ requires the lead A/E discipline to be architecture with secondary disciplines including civil engineering, structural engineering, mechanical-electrical-plumbing engineering, and fire protection engineering. Additional service providers must include environmental testing and analysis, surveying, quality assurance testing, and geotechnical testing. A/E firms must participate in the Encouraging Diversity, Growth & Equity (EDGE) Program with a 6.00 to 6.25 percent participation goal and must provide a Commitment to Participate form and Statement of Intent to Contract and to Perform documentation. Submittals must include a Statement of Qualifications (Form F110-330) submitted electronically as a single PDF file via OhioBuys, limited to 25 MB. Evaluation criteria emphasize demonstrated ability to meet programmed project vision, scope, budget, and schedule; relevant project experience; team qualifications; past performance; knowledge of the Ohio Capital Improvements process; and proximity to project sites. The RFQ specifies that LEED and BIM criteria will not be evaluated for this selection, though firms may identify such credentials for informational purposes.

Project Overview

A. Project Description

The Ohio Department of Transportation (ODOT) is planning on replacing (2) Full-Service Maintenance Facilities in various locations throughout the State. A/E services for these projects will be selected concurrently. It is anticipated that the top five (5) ranked A/E teams will be short listed for interviews. An A/E team may be selected for one or multiple projects at the sole discretion of the Contracting Authority and Owner. These projects and services may be awarded and implemented in a slightly staggered schedule and utilize General Contracting delivery methods for construction contract(s). Each project will be a separate professional service agreement and a separate construction contract.

All aspects of the project and related issues will be implemented and operated consistent with the Contracting Authority’s and the Owner’s policies and procedures.
