About this opportunity

The County of San Mateo, through San Mateo Medical Center (SMMC), is seeking proposals for occupational dosimetry badge services, with proposals due November 25, 2026 at 12:00 p.m. Local businesses and local non-profits may receive preferential points of 5 to 10 percent based on certification status, a preference rather than a set-aside. Questions and comments are due November 11, 2026 at 1:00 p.m., and no pre-proposal conference or site visit is scheduled.

The scope covers supplying appropriate dosimeters, monitoring frequency, dosimetry reports, exposure notifications, and record retention for healthcare personnel radiation exposure monitoring. Services must support federal and California radiation safety requirements, including those of the California Department of Public Health, Radiologic Health Branch. Minimum qualifications require five years of experience manufacturing, selling, or leasing similar products and services; legal authorization to do business in California; SAM.gov registration; non-debarred status; cyber liability insurance of $5,000,000 per occurrence for privacy and network security; and accreditation by the National Voluntary Laboratory Accreditation Program. Proposals must include a detailed technical submission covering project approach, milestones, schedule, performance measures, and references, plus a separate fee proposal. Submissions are electronic through the OpenGov eProcurement portal.

Proposals are scored on project approach (30 points), firm qualifications (25 points), team qualifications (20 points), and price (25 points). The resulting agreement carries a five-year term. Attachments impose a HIPAA Business Associate Agreement, a County-owned intellectual property framework under which work products are works made for hire, a Section 504 compliance framework, and Living Wage Ordinance obligations. All proposals and submitted materials become public records without exception.
