About this opportunity
The Village of Saranac Lake, New York is soliciting proposals from qualified consultants for civil and engineering design services for Dorsey Street and Lake Colby Parking Lots Stormwater Upgrades and Lake Colby Beach Site improvements under RFQ with proposals due July 24, 2026 at 2:00 p.m. The selected consultant must be a licensed New York State Professional Engineer and comply with Minority and Women Business Enterprise (MWBE) and Service-Disabled Veteran-Owned Business (SDVOB) requirements, with typical MWBE participation set at 30 percent—15 percent for NYS-Certified Minority-Owned Business Enterprises and 15 percent for NYS-Certified Women-Owned Business Enterprises.
The project comprises two phases. Phase 1 (not to exceed $70,000, Water Quality Improvement Program grant-funded) requires geotechnical testing to validate green infrastructure suitability at each parking lot and concept-level design for a future comfort station and pavilion, including approximate location and proposed square footage. Phase 2 (not to exceed $123,000, Smart Growth Grant-funded) includes hazardous materials testing prior to demolition of the existing comfort station, design development, and final 100% construction documents for site and civil work. Scope encompasses stormwater management improvements to Dorsey Street Parking Lot (approximately 2.25 acres) and Lake Colby Parking Lot (approximately 0.75 acres) using detention, infiltration, porous pavement, and other green infrastructure; ADA-compliant pathways throughout the Lake Colby Beach site; New York State Department of Health-compliant separation fencing between recreational and swimming areas; and comfort station and pavilion building programming study.
All final document submissions and approvals for both phases must be completed by February 1, 2027. The project aligns with the Village's Local Waterfront Revitalization Plan and Downtown Revitalization Initiative. Funding derives from the New York State Department of Environmental Conservation's Adirondack Park Community Smart Growth Program. A mandatory site visit was held July 9, 2026. Submission requirements include itemized price proposals by phase and task, cost-saving opportunities, key personnel resumes, references, past project experience, proof of insurance, and applicable licenses. Hard copy submissions via certified mail are required in addition to electronic PDF submissions.
