About this file
This document is a Questions and Answers file pertaining to a Request for Qualifications (RFQ) issued by the Village of Saranac Lake, New York, for Dorsey Street and Lake Colby Parking Lots Stormwater Upgrades and Lake Colby Beach Site Civil and Engineering Work. The project consists of two phases: Phase 1 involves geotechnical testing to validate green infrastructure suitability at each parking lot site and concept-level design for a future comfort station and pavilion, including approximate location and proposed square footage; Phase 2 includes hazardous materials testing prior to demolition of the existing comfort station, design development phase, and final construction documents for site and civil construction. The project addresses stormwater management at the Dorsey Street Parking Lot (approximately 2.25 acres) and Lake Colby Parking Lot (approximately 0.75 acres), as well as beach site improvements including ADA-compliant paths, fencing to separate the play area and parking lot from the swimming area, and comfort station and pavilion building programming. Cost estimates are required at each design milestone in Phase 2, and consultants must provide a hard copy submission via certified mail in addition to electronic PDF submissions.
Minority and Women-Owned Business Enterprise (MWBE) and Service-Disabled Veteran-Owned Business (SDVOB) requirements apply equally to both Phase 1 and Phase 2, with typical MWBE participation set at 30 percent—comprising 15 percent for NYS-Certified Minority-Owned Business Enterprises and 15 percent for NYS-Certified Women-Owned Business Enterprises. Submission requirements include a cover letter and expression of interest, project approach, schedule and timeline, price proposal by phase and task, cost-saving opportunities, resumes of key personnel, references, past project experience, proof of insurance, and applicable licenses. The Village does not currently have as-built or mapping documentation of existing underground utilities. A playground specialist and fitness area, to be coordinated by the Village with their own specialist, are separate from the comfort station and pavilion improvements at the Lake Colby site.
