About this opportunity
The Illinois State Police, Department of Patrol, is soliciting bids for as-needed trailer-hitch bicycle mounts under DOP/911 Bike Racks, with responses due November 2, 2026. The procurement is open to any vendor that meets the specifications, and the source identifies no set-aside or preference program.
Eligible mounts are single and double trailer-hitch models equivalent to the Kuat NV 2.0 (2" Hitch), Thule T2 Pro XTR, RockyMounts HighNoon FC Solo, or RockyMounts MonoRail. Required specifications include a minimum 60-pound load capacity per bike, compatibility with 2-inch Class III law-enforcement-duty hitch receivers, and compatibility with Ford Police Interceptor Utility (Explorer) vehicles. Mounts must accommodate small to XXL frames, 29-inch wheels, and wheelbases up to 50 inches, and must include a tilt feature that provides a minimum of 15.25 inches of rear-hatch clearance when tilted. Vendors must be authorized resellers or distributors, provide proof of authorization on request, and supply manufacturer's standard warranty documentation. Subcontracting is not permitted, and work must be performed in the United States unless otherwise disclosed.
The contract runs three years from execution, with a maximum term of ten years including renewals. Pricing is estimated and incorporated into the BidBuy purchase order. Shipping is included in per-unit cost, prices may not increase, and the State is guaranteed the lowest price upon any decrease. Terms are Free on Board Destination, with partial shipments permitted for delays. Orders ship within 30 days of receipt to the Illinois State Police Department of Academy and Training in Pawnee, Illinois, Monday through Friday, 8:30 a.m. to 4:00 p.m.
Vendors must carry general commercial liability insurance of $1 million per occurrence and $2 million annual aggregate, auto liability of $1 million per occurrence, and workers' compensation as required by law, naming the State as additionally insured. The Standard Illinois Certifications (V.26.2) impose 34 requirements, and contracts exceeding one year require certification by January 1 of each fiscal year regarding changes to Article 50 eligibility. False statements expose vendors to liability under the Illinois False Claims Act. Prevailing wage applies when applicable. Invoices for supplies through June 30 are due by July 31 of each year, and disputes must be resolved exclusively through the Illinois Court of Claims. The State may terminate for convenience on 30 days' written notice or for cause immediately, and a $15 minority contractor initiative fee applies to contracts of $1,000 or more.
