Section 10401 (FVPSA), Hawaii Revised Statutes Chapter 103F, and Hawaii Administrative Rules. Supervisory staff require a bachelor's degree in social work, psychology, or a related behavioral health field plus at least two years of domestic violence field experience. Direct service staff require a high school diploma and at least one year of domestic violence or related field experience. Proposals must be submitted as PDFs through the Hawaii eProcurement System (HIePRO), with cost proposals in Excel using budget forms SPO-H-205 through SPO-H-206H. Per-area allocations range from $180,624 to $464,975. The contract starts December 28, 2026, with an initial term through June 30, 2027, followed by four optional one-year extensions through June 30, 2032.
