About this opportunity
The California Department of Justice (DOJ), specifically the Division of Law Enforcement (DLE) and Bureau of Investigations (BI), is soliciting bids for hazardous waste storage and destruction services through Invitation for Bid (IFB) Number 25-0036-IFB. The procurement covers comprehensive hazardous waste management services targeting jurisdictions in Fresno and Los Angeles Counties, with specific requirements including four secured single-load pick-ups of hazmat buckets annually, secure storage facilities, and specialized waste destruction services. Contractors must provide personnel, personal protective equipment, materials, and services to analyze unknown samples, render controlled substances non-extractable, and destroy evidence samples in full compliance with state, federal, and local regulations. The bid is due on Tuesday, May 27, 2025, at 3:00 PM PST, with a proposed two-year agreement term from July 1, 2025, through June 30, 2027. Key deliverables include two clandestine laboratory bucket destructions per calendar year, with specific requirements for identifying, packaging, loading, storing, transporting, and destroying various hazardous materials and controlled substances.
The solicitation includes provisions for Disabled Veteran Business Enterprise (DVBE) participation, though the DVBE participation requirement has been waived for this specific contract. Bidders can still receive a DVBE incentive by subcontracting 3.25% or more of the total contract value with a certified DVBE. The DOJ intends to award a single contract to the lowest responsive and responsible bidder, with pricing structured around per-pound rates for destroying substances like red phosphorus, chemicals, and controlled substances, as well as storage rates for buckets. The total contract value will be determined by actual services required, and the procurement is subject to budget availability, with the DOJ reserving the right to cancel or amend the agreement if sufficient funds are not appropriated. While no specific budget range is explicitly stated, the comprehensive nature of the services and the multi-county scope suggest a significant potential contract value for the selected vendor.
