About this opportunity

The California Department of Justice (DOJ), specifically the Division of Law Enforcement (DLE) and Bureau of Investigations (BI), is issuing Invitation for Bid (IFB) Number 25-0011-IFB for Hazardous Waste Storage/Destruction Services across Fresno and Los Angeles Counties. The procurement seeks a contractor to provide comprehensive hazardous waste management services, including four secured single-load pick-ups of hazmat buckets within a calendar year, secure storage facilities, and controlled substance destruction services. Key deliverables include analyzing unknown samples, rendering controlled substances non-extractable, identifying, packaging, loading, storing, transporting, and destroying evidence samples in full compliance with state, federal, and local regulations. The contract will run for two years from July 1, 2025, through June 30, 2027, with potential extension. Bid responses are due by 3:00 PM PST on April 16, 2025, with a bid opening scheduled for April 17, 2025, and the contract will be awarded to the lowest responsive and responsible bidder.

The DOJ has waived the Disabled Veteran Business Enterprise (DVBE) participation requirement, though bidders offering DVBE participation may be eligible for incentives. Prospective contractors must provide detailed documentation including client references, business licenses, and various certifications demonstrating capability to manage hazardous materials safely. The contract requires contractors to maintain dedicated alarm systems, cameras, conduct daily facility inspections, and provide secure parking for stored materials. Comprehensive safety protocols, strict adherence to hazardous waste regulations, and potential readiness for courtroom testimony are mandatory. While the total maximum contract amount will be determined upon award, the scope involves two clandestine laboratory bucket destructions per calendar year and requires significant specialized infrastructure and expertise in hazardous waste management. Contractors must also be prepared to handle confidential information and potentially undergo background investigations for personnel involved in the contract.
