About this opportunity
The California Department of Justice, Office of the Attorney General, Administrative Services, Legal Support Operations, is issuing an Invitation for Bid (IFB) for statewide overnight courier services. The procurement seeks a single qualified contractor to provide daily overnight courier service from six California hub locations (Sacramento, San Francisco, Oakland, Los Angeles, Fresno, and San Diego) to all DOJ offices throughout the state. The contractor must deliver inter-agency and mail envelopes via pickup at 5:00 P.M. with overnight delivery by 8:00 A.M. the following business day, Monday through Friday, excluding state holidays, with weight limits ranging from 25 to 100 pounds per location. The contractor shall provide all labor and equipment, maintain accurate delivery logs, replace courier bags within twenty business days of request, furnish monthly invoices, provide proof of delivery within two weeks, and track package locations within thirty minutes of DOJ request. Evaluation will be based on the lowest responsive bid with pricing rates locked for the entire three-year contract term regardless of actual usage volumes; bidders must provide monthly unit pricing for each service location and route with total bid amounts calculated across the contract period. The contract term is three years, effective September 1, 2026, through August 31, 2029, with questions due by May 6, 2026, bids due by May 13, 2026, at 5:00 P.M. PST, and bid opening scheduled for May 14, 2026, at 10:00 A.M. PST via Microsoft Teams; no pre-bid conference or site walkthrough will be held. Required qualifications include sound business integrity, good standing to conduct business in California, proof of insurance with $1,000,000 per occurrence and $2,000,000 aggregate general liability coverage, $1,000,000 combined single limit automobile liability, worker's compensation insurance with $1,000,000 employer's liability, prevailing wage compliance, and certifications regarding civil rights laws, drug-free workplace requirements, Iran Contracting Act compliance, and the Darfur Contracting Act.
The procurement includes mandatory Disabled Veteran Business Enterprise (DVBE) participation requirements, mandating that bidders subcontract with a DVBE for at least 3% of the total contract dollar amount, with bidders committing to 3.25% or greater DVBE participation eligible for a DVBE incentive adjustment of up to 10% when combined with other preferences, not to exceed $100,000. Additional preference programs are available, including small/micro business preference (up to 5%), non-small business subcontractor preference (up to 5% for those utilizing 25% small business subcontractors), and Nonprofit Veteran Service Agency (NVSA) small business preference (up to 5%); bidders certified as Small Businesses or Disabled Veteran Business Enterprises may qualify for preference incentives up to 5% on bid evaluation, subject to verification. Bidders must submit complete documentation including certificates of insurance, permits, licenses, and all required certifications by the bid due date; failure to provide necessary documentation will result in immediate rejection and deemed non-responsiveness. A penalty schedule applies for service failures, including late pickups ($10-$75 per occurrence), late deliveries ($10-$75 per day depending on duration), lost or damaged packages ($250 per occurrence), and courier bag replacement delays ($10.00 per bag per day for non-compliance beyond twenty business days). All resulting agreements must include California's General Terms and Conditions (GTC 02/2025) and comply with state statutes. The contract pricing must include all bidder costs, operating expenses, labor, transportation, equipment, supplies, inflation adjustments, and profit margins with no cost adjustments permitted based on actual service quantities; the maximum contract amount appears to be subject to the competitive bidding process, with no specific budget range disclosed in the solicitation documents.
