About this opportunity
The Ohio Department of Health is requesting proposals for independent laboratory air monitoring analysis services at the Portsmouth Gaseous Diffusion Plant in Piketon, Ohio, with proposals due May 29, 2026 under Amendment 1 (Lot 1 Round 2), which extended the original closing date and requires resubmission of prior bids.
The contractor must operate a laboratory holding a Radioactive Material License from the U.S. Nuclear Regulatory Commission, the State of Ohio, or an NRC Agreement state — a mandatory eligibility requirement. The laboratory will analyze air filters collected weekly, monthly, and quarterly from 20 monitoring locations using DOE-consistent methods. The analytical scope includes monthly analysis of Technetium-99, uranium isotopes (U-233/234/235/236/238), and Total Uranium; quarterly analysis of Thorium-228/230/232, Neptunium-237, Plutonium-238/239-240, and Americium-241. The contractor must report results within 30 days of sample receipt, retain all samples for one year, and comply with DoD/DOE Consolidated Quality Systems Manual standards and either DOE Consolidated Audit Program-Accreditation Program or NELAC Institute accreditation. Quality control must include method blanks, laboratory control samples and duplicates, and matrix spikes at frequencies of one per 20 samples or analytical batch, whichever is more frequent. The contractor must maintain Professional Liability Insurance with limits of not less than $2 million per occurrence and provide a comprehensive work plan identifying a Lab Manager, technicians, and Quality Control supervisors with demonstrated availability.
The contract operates on a firm fixed-price fee structure with the State retaining the option to renew for one month at its sole discretion, with further renewals subject to mutual agreement. Evaluation allocates 500 points to technical proposal components and 200 points to cost. Technical scoring emphasizes experience with three or more similar air monitoring projects within five years (20 points), DoD/DOE QSM compliance (10 points), and accreditation status or plans (20 points combined). Proposals must be submitted electronically through OhioBuys.
