About this opportunity
The Maryland State Highway Administration is requesting bids on preventative maintenance, inspection, testing, troubleshooting, repair services, and replacement parts for four automated LiftMaster gate operators and associated equipment at the Cambridge Maintenance Shop in Dorchester County under IFB DOGAT30SBR, with bids due August 5, 2026 at 2:30 PM and public bid opening at the same date and time. This is a Small Business Reserve procurement limited to certified small businesses; no MBE, DBE, or VSBE participation goals apply.
The scope covers four LiftMaster gate operators (models SL595 and SL585), infrared photo cells, reflective sensors, vehicle loop detectors, and electrical controls. Bidders must demonstrate a minimum of five years of experience providing gate system maintenance and repair services and employ qualified technicians licensed in Maryland. Work must be performed with the contractor's own employees and equipment without subcontracting. Preventative maintenance services are billed at a fixed unit price per quarter and include all labor, materials, tools, and incidentals. Repair labor is billed hourly with a separate trip fee; parts are reimbursed at actual documented cost not to exceed a $3,000 MSRP estimate per occurrence. Emergency callouts outside normal business hours (Monday–Friday, 7:00 AM to 3:30 PM) are reimbursed at 150% of the normal labor rate. The contract includes no federal funding and does not authorize travel reimbursement.
Bid line items are 12 quarterly preventative maintenance inspections, 60 hours of repair labor at straight time rates, 6 trip fees per year, and repair parts and materials. The contract term is thirty-six months base period with no option periods, commencing within seven calendar days of notification. The State does not guarantee minimum or maximum work quantities and reserves the right to procure repairs exceeding $1,000 outside the contract at its sole discretion. Contractors must maintain Commercial General Liability insurance of $1,000,000 combined single limit per occurrence and $2,000,000 annual aggregate, Workers' Compensation insurance of $1,000,000 per occurrence, and Automobile or Commercial Truck Insurance compliant with Maryland requirements. Questions are due July 30, 2026 at 12:00 PM. Pre-bid conferences and site visits are not applicable.
