About this opportunity
The Oregon Department of Geology and Mineral Industries (DOGAMI) is soliciting proposals for drilling services and downhole data collection under the Decarbonization Projects Program (Bid Solicitation S-63200-00016863). The project involves drilling a stratigraphic well at a permitted location on an Oregon Department of State Lands parcel in Morrow County to characterize Columbia River Basalt Group stratigraphy and evaluate geologic potential for carbon dioxide storage in the Lower Umatilla Basin. Proposers may submit proposals for one or more of four options: Option 1 (Drilling & Physical Sampling only), Option 2 (Wireline Geophysical Evaluation only), Option 3 (Hydraulic & Reservoir Testing only), or Option 4 (any combination of these categories), with DOGAMI reserving the right to award individual options to different proposers or consolidate awards as determined in the State's best interest. Deliverables include separate itemized cost estimates for three target depths (3,000 feet, 5,000 feet, and 8,200 feet) with costs broken down by option and task, including mobilization, daily rig and staff rates, casing and cementing materials, logging services, and reporting deliverables; all work products, data, reports, analyses, and deliverables shall become the sole property of the State of Oregon. The evaluation will occur in two stages with technical evaluation accounting for 70 percent of the final score and cost evaluation accounting for 30 percent; only responsive and responsible proposals that meet mandatory requirements will be evaluated. Minimum qualifications require evidence of similar projects in basalts or deep drilling and separate cost estimates for each specified depth; proposals must include signed cover letters and separate cost proposal submissions, submitted through OregonBuys by June 24, 2026, at 3:00 PM Pacific Standard Time. Key deadlines include: questions must be submitted by May 25, 2026, at 5:00 PM PST; a pre-recorded pre-proposal information video will be posted by May 15, 2026, at 5:00 PM PST; the performance period commences on or near August 3, 2026, and must be fully completed no later than June 30, 2027.
The procurement documents do not specify set-aside designations or restrictions on the types of organizations eligible to respond based on disadvantaged enterprise status or other organizational classifications. No incumbent vendors or current contractors are identified in the available solicitation materials. Contractors must obtain and maintain comprehensive insurance coverage prior to contract execution, including Commercial General Liability ($1,000,000 per occurrence), Automobile Liability ($1,000,000 combined single limit), Workers' Compensation (statutory), Pollution Liability ($1,000,000 per claim), Professional Liability if applicable ($1,000,000 per claim), and Umbrella/Excess Liability coverage of $2,000,000. The State will execute the contract using Oregon's standard Services Contract template with a maximum not-to-exceed compensation amount that will be specified in the final contract award; however, the specific budget range or award values are not disclosed in the currently available RFP documents. Payments will be made only for completed and accepted deliverables according to the schedule outlined in the Statement of Work, with invoices submitted to DOGAMI Accounts Payable at dgmi-accounts.PAYABLE@dogami.oregon.gov. The contract includes standard default provisions, termination rights, indemnification obligations, and a limitation of liability capped at one and one-half times the maximum not-to-exceed compensation, except for breaches related to confidentiality or indemnity obligations.
