About this opportunity

The City of Philadelphia is soliciting quotes for dog food and treats under a micro-purchase contract with bids due July 24, 2026. Award will be made as a whole or by line item, whichever serves the City's best interest, to the lowest responsive and responsible bidder. Sellers must quote all items to be eligible for award.

This is a one-time delivery procurement with a maximum contract value of $45,000, adjusted annually by the percentage increase in the CPI-U from January 1, 2020 and rounded to the nearest $1,000. The contract term is 365 days from the Effective Date specified in PHLContracts. Delivery is FOB Destination Point, and sellers must not deliver until notified by the department.

All quotes must be submitted electronically through PHLContracts by the July 24 deadline. Vendors must complete the Consent and Authorization Agreement prior to bid closing and submit it either by attaching a scan to their vendor profile during registration or by including it with the first submitted quote. All quotes must be submitted as net pricing, exclusive of taxes; the City is exempt from federal excise, transportation taxes, and Pennsylvania Sales and Use Tax.

Pricing is the primary evaluation criterion. Sellers must maintain workers' compensation insurance at statutory limits and general liability insurance with a minimum limit of $500,000 per occurrence, and comply with all applicable federal, state, and local laws, including Philadelphia's business tax requirements, nondiscrimination provisions, and ethics requirements.

The City of Philadelphia's Procurement Department permits voluntary submission of an LGBTQ Applicant Opportunity Data Form and recognizes certifications from the National LGBT Chamber of Commerce through the Independence Business Alliance, the Pennsylvania Unified Certification Program, the Eastern Minority Supplier Development Council, and the Women's Business Enterprise National Council. Questions may be directed to PHLContracts@phila.gov or 215-686-4755, 215-686-4720, or 215-686-4721.
