About this file
This is a seller checklist for small order purchases issued by the City of Philadelphia Procurement Department through the PHLContracts platform. The checklist provides step-by-step guidance for vendors submitting quotes for a dog food and treats micro-purchase, which represents a one-time delivery opportunity. Sellers must quote all items listed in the bid to be eligible for award, and delivery or service provision should not commence until official notification is received from the department. The procurement will be awarded as a whole or by line item, whichever serves the City's best interest, to the lowest responsive and responsible bidder.
The submission process requires vendors to complete multiple tabs within the PHLContracts system, including General, Items, Questions, Terms & Conditions, Attachments, and Summary sections. Sellers must confirm their role as "Seller" rather than "Seller Admin," answer the Local Business Entity (LBE) certification question, enter unit costs for each item, respond to all mandatory questions, accept terms and conditions, and ensure a Consent & Authorization form is on file or attached. Optional documentation includes the LGBTQ Applicant Opportunity Data Form. All red validation warnings must be resolved before submission, and vendors should review the quote summary prior to final submission through www.PHLContracts.phila.gov.
