About this opportunity

The City of Philadelphia is procuring dog food and treats through a micro purchase solicitation posted on May 11, 2026, with a submission deadline of May 26, 2026. This one-time delivery procurement will be awarded either as a complete package or by individual line items, whichever best serves the City's interests, to the lowest responsive and responsible bidder. All sellers must submit quotes on all items to be eligible for award consideration. The solicitation includes photographic specifications and visual reference materials establishing product quality standards that bidders must match in their proposals. Quotes must be submitted electronically through the PHLContracts platform and remain valid for 60 days from submission. The contract term shall commence on the effective date and automatically terminate 365 days thereafter without additional notice. Responsive and responsible bidders will be selected based on lowest price evaluation, with the City reserving the right to reject any or all quotes, accept quotes from multiple sellers, or award any combination of line items.

This procurement encourages participation from Lesbian, Gay, Bisexual, Transgender, and Queer (LGBTQ)-owned businesses through the optional FY 25 LGBTQ Applicant Data Form, which allows vendors to self-identify as beneficially owned and controlled by LGBTQ persons and report certifications from the National LGBT Chamber of Commerce or other recognized diversity organizations. The City of Philadelphia maintains a Local Business Entity (LBE) certification program, and vendors must respond to LBE certification questions regardless of applicability. All contractors must maintain workers' compensation insurance at statutory limits, general liability insurance with minimum limits of $500,000 per occurrence, and automobile liability insurance with limits of $300,000 per occurrence. Contractors must comply with all applicable City, state, and federal laws, including nondiscrimination requirements and tax obligations, and must not be indebted to the City for delinquent taxes or outstanding debts. The pricing for this micro purchase may not exceed $43,000, adjusted annually by the percentage increase in the Consumer Price Index Urban (CPI-U) from January 1, 2020, rounded to the nearest thousand dollars. All prices must be quoted net and exclusive of taxes, with delivery FOB Destination Point, as the City of Philadelphia is exempt from federal excise, transportation, and Pennsylvania sales and use taxes.
