About this file
This document is a seller checklist for small order purchases issued by the City of Philadelphia Procurement Department through the PHLContracts platform. The checklist outlines the procedural requirements for vendors submitting quotes for a dog food and treats micro-purchase, which will be awarded on a one-time delivery basis to the lowest responsive and responsible bidder. The purchase may be awarded as a complete package or by individual line items, at the City's discretion. Sellers must quote all items listed in the bid to be eligible for award consideration.
The checklist establishes mandatory submission requirements across multiple system tabs, including completion of general information, itemized unit costs, mandatory questions, terms and conditions acceptance, and required attachments. Vendors must maintain the Seller role in the system, answer all questions truthfully, download and review all bid-related attachments, and submit an executed Consent & Authorization form with their quote. Additionally, sellers have the option to submit an optional LGBTQ Applicant Opportunity Data Form. The Local Business Entity (LBE) certification question must be answered regardless of applicability to small order purchases. All validation warnings must be resolved before quote submission through the PHLContracts.phila.gov portal.
