About this opportunity
Massachusetts Department of Energy Resources (DOER) is soliciting bids under Request for Response RFR-ENE-2027-013 for a single contractor to administer its Grid Resilience and Innovation Partnerships (GRIP) Program Topic Area 2 grant from the U.S. Department of Energy, with questions due November 12, 2026 and bids due December 8, 2026 at 4:00 PM EST. No set-asides are indicated in this solicitation.
The contractor will handle project management for the Power Up New England project, a multi-state effort covering regional electric infrastructure upgrades in Southeast Massachusetts and Southeast Connecticut and a multi-day battery energy storage system in Northern Maine. Stakeholders include National Grid, Eversource, and Form Energy Inc. Responsibilities include federal grant compliance monitoring and reporting, subrecipient monitoring, governance structure implementation, project evaluation, and reimbursement processing. The contractor must comply with Uniform Guidance (2 CFR 200), DOE financial assistance requirements, Davis-Bacon Act requirements, and Commonwealth terms and conditions.
Bidders must demonstrate significant experience in managing complex infrastructure projects, transmission-level energy project review, federal grant compliance monitoring and reporting, and federal grant budgeting and management, plus familiarity with New England regional energy policy and processes. Responses consist of six documents covering bidder qualifications, proposed approach, cost proposal, team organization, resumes, and organizational structure, submitted electronically through COMMBUYS.
The estimated procurement value is not to exceed $750,000, with funding conditioned on the availability of federal funds to DOER under the Grant Agreement. The initial term is two years, with three one-year renewal options for a maximum of five years. The estimated start date is January 1, 2027.
Evaluation criteria are bidder qualifications and experience, proposed approach to the scope of work, price reasonability, and capacity and team organization. The procurement calendar sets official answers to questions for November 20, 2026, and notification of the apparent successful bidder between December 15 and December 23, 2026. Selected contractors must complete an electronic funds transfer authorization, and the solicitation attaches a W-9 and a contractor authorized signatory listing.
