About this opportunity

The Massachusetts Department of Energy Resources (DOER) is requesting quotes for municipal decarbonization planning services under Statewide Contract PRF74 to assist municipalities in developing Municipal Decarbonization Roadmaps, with quotes due December 3, 2026 by 4:00 PM Eastern Time. DOER anticipates contracting with up to twenty municipalities annually and may select multiple contractors; no minimum service volume is guaranteed to any awardee.

The scope comprises two task levels. Task 1 involves desktop analysis and roadmap development for municipalities with complete building inventory data in MassEnergyInsight; Task 2 adds facility condition assessments and on-site walkthroughs for municipalities requiring additional facility information. Roadmaps must establish greenhouse gas emissions baselines and create pathways to eliminate on-site fossil fuel use by 2050. DOER will assign municipalities to contractors on an as-needed basis. Selected contractors must complete initial meetings with assigned municipalities within thirty business days and finalize roadmaps within ninety days. All work products and documentation are owned by the Commonwealth.

The underlying statewide contract PRF74 is rate-based with a three-year term and maximum obligation of $750,000, plus two one-year optional renewal periods at DOER's sole discretion. Contractors must submit hourly billing rates for each personnel classification, with no rates exceeding the maximum established in PRF74. Separate cost estimates for Task 1 and Task 2 are required based on a hypothetical municipality with ten buildings (including four schools) and fleet review. All ancillary services must be included in the project price; DOER will not reimburse additional costs unless previously agreed in writing.

Proposals are evaluated on effectiveness of approach, likelihood of achieving outcomes, relevant experience with similar projects, and budget value to the Commonwealth. Selection of winning responses is scheduled for January 14, 2027, with contract execution targeted for March 1, 2027, and project kickoff on March 5, 2027. PRF74 expires December 31, 2028, with automatic extension through June 30, 2029; selected contractors must be approved under any successor Energy, Climate Action, and Facility Advisory Services contract to continue beyond June 2029.
