About this opportunity
The Maryland Department of Labor (LABOR) is seeking a contractor to provide comprehensive document digitization and scanning services as part of its office relocation from 1100 N. Eutaw Street to 100 S. Charles Street in Baltimore, MD. The project involves processing approximately 1,850 cubic feet of files for scanning, 1,985 cubic feet for hard filing, and 454 cubic feet for shredding across multiple LABOR divisions including the Office of Administration, Office of Financial Regulation, and Unemployment Insurance Division. Bidders must have at least five years of cumulative experience within the last seven years providing file scanning services, with a minimum of 100,000 document images per project. The contract will be awarded as a Time and Materials contract through a competitive sealed proposal process, with the contract remaining in effect until either all participating divisions' records are scanned or a 10,000,000-page threshold is reached. Key dates include a pre-proposal conference on January 27, 2025, a site visit on January 30, 2025, and a proposal due date of February 18, 2025. The contract term is two years, with work anticipated to continue into 2026.
This procurement is designated as a Small Business Reserve (SBR) contract with specific participation goals for Minority Business Enterprises (MBE) and Veteran-owned Small Business Enterprises (VSBE), each set at 10%. The state has identified 1 MBE certified for document shredding services, 4 MBEs under the "shredding" keyword, 8 certified VSBE businesses for document scanning services, and 50 certified businesses for document digitization services. Small businesses are encouraged to submit proposals as Prime Contractors, with SBR certification required for award. No federal funding is involved in this procurement. While no specific budget range is explicitly stated, the extensive volume of files (nearly 1,850 cubic feet for digitization) suggests a significant contract value. The procurement allows for small businesses to compete for secondary competition agreements, with the goal of promoting diverse business participation in state contract opportunities.
