About this opportunity

The Colorado Department of Corrections is soliciting quotes under Documented Quote DQ 2027000164 for cameras, network video recorders, storage drives, and PoE switches to upgrade security camera systems at Delta Correctional Center (DCC) and Rifle Correctional Center (RCC). Written questions are due November 9, 2026 at 12:00 p.m., and quotes are due November 13, 2026 at 2:00 p.m. Bidders must register with Bidnet Direct to submit. No set-aside is established, though the solicitation encourages Service-Disabled Veteran Owned Small Business (SDVOSB) certification.

The DCC order covers four VIV FE9391-EHV-V2 12MP outdoor fisheye cameras, 16 VIV MS9390-EHV-V2 8MP 180-degree cameras, 19 VIV FD 9380-HTV-V2 5MP AI dome cameras, four ND9542P 32-channel network video recorders, eight 10TB hard drives, and eight 6-port and eight 16-port managed PoE switches. The RCC order covers seven FE9391-EHV-V2 fisheye cameras, twelve MS9390-EHV-V2 cameras, one ND9542P recorder, four 10TB drives, and five IP9191-HT-V2 box cameras. Equal-specification products may be submitted, subject to CDOC approval for compatibility. CDOC staff perform installation. Bidders must give at least three calendar days' written notice if they cannot meet a delivery schedule, and three missed deliveries within agreed timeframes may result in disqualification from future solicitations for three years or indefinitely.

Insurance requirements include commercial general liability of $1,000,000 per occurrence, automobile liability of $1,000,000 combined single limit, and $1,000,000 protected information coverage where the vendor accesses confidential data. Insurers must carry A.M. Best ratings of "A" or better with financial size VII or better, and must name the State as an additional insured. Before purchase order execution, the awardee must provide Colorado Secretary of State good-standing proof and a certificate of insurance. Awarded contractors must also complete CDOC Enhanced Criminal Background Investigation requirements within 30 days.

The anticipated purchase order runs through June 30, 2027, with up to four one-year renewals and a five-year maximum, at CDOC's sole discretion and contingent on appropriations. The solicitation guarantees no order quantities or dollar amounts. Notice of intent to award is anticipated November 17, 2026, with purchase order start on or after November 20, 2026. Pricing must be firm during the initial term and all-inclusive, with no additional shipping, surcharges, or taxes payable by CDOC. Annual increases of up to 2.5% per fiscal year are available by mutual agreement. Award goes to the responsible bidder whose acceptable quote is most advantageous, with price as the primary factor and sample quality and lead time also considered. No incumbent is named.
