About this opportunity
The Colorado Department of Corrections is soliciting Documented Quotes under DQ 2027000162 for cameras, licenses, accessories, and components to upgrade the security camera system at Colorado State Penitentiary in Canon City, with quotes due November 9, 2026 at 2:00 p.m. MST. Exhibit D specifies Avigilon cameras and Unity8-ENT Enterprise licenses, and equivalent products of equal quality and specifications that are compatible with the current system will be considered, with Avigilon products preferred. Service-Disabled Veteran Owned Small Businesses meeting Colorado requirements must submit U.S. Department of Veterans Affairs certification documentation.
Scope covers equipment for the Canon City facility, with additional camera equipment and components potentially requested from other DOC facilities during the award period. Delivery is FOB Destination to 57500 East Highway 50 & Evans Road, Canon City, CO 81212, with shipping and freight included in the unit price. Suppliers must give at least three calendar days' written notice if they cannot meet a delivery schedule, and bidders should state their best-case delivery timeframes. CDOC staff perform installation. Pricing must be firm and all-inclusive for the initial term, and CDOC may approve annual increases not exceeding 2.5% per fiscal year by mutual agreement with the awarded vendor. Vendors that miss agreed delivery timeframes on three separate occasions may be deemed non-responsible and disqualified from future solicitations for three years or indefinitely.
The initial purchase order runs through June 30, 2027, with up to four additional one-year renewals at CDOC's sole discretion, contingent on appropriated funds, for a maximum term of five years. No order quantities or dollar amounts are guaranteed. Award goes to the responsible bidder whose acceptable quote is most advantageous, with price as the primary consideration and sample quality and delivery lead time also evaluated.
Bidders must submit Exhibits A through F; Exhibit G has been removed. Required submissions include the Exhibit B vendor information form with the quote number, the Exhibit D price quote, and the Exhibit F non-conflict of interest declaration. Before purchase order execution, awardees must register with CORE, provide proof of good standing with the Colorado Secretary of State, and submit a certificate of insurance. Insurance requirements include $1,000,000 commercial general liability limits. Within 30 days of award notification, awardees must complete CDOC's Enhanced Criminal Background Investigation, and personnel must comply with facility security requirements, including fingerprinting, drug testing, and device restrictions.
The inquiries deadline of November 5, 2026 has passed. CDOC anticipates a notice of intent to award on November 12, 2026, with purchase order execution anticipated by November 17, 2026 or later. No site visit or bidder's conference is scheduled.
