About this opportunity

The Colorado Department of Corrections is soliciting documented quotes under DQ 2027000161 for cameras, switches, and accessories to upgrade the security camera system at Trinidad Correctional Facility, with written inquiries due November 5, 2026 at 12:00 p.m. MST and quotes due November 9, 2026 at 2:00 p.m. MST. The solicitation includes consideration for Service-Disabled Veteran Owned Small Business (SDVOSB) certification.

The scope covers fifteen line items in the Exhibit D price quote: five 8MP 180-degree WDR cameras, one 12MP outdoor fisheye camera, 29 5MP outdoor fixed dome AI cameras, seven 5MP PTZ cameras with 200M smart IR, 10 16-channel embedded PoE AI NVRs, 11 10TB hard drives, and managed PoE switches, PoE extenders, and mounting hardware. Bidders may offer products of equal specifications and quality, subject to compatibility approval. CDOC performs all installation. Suppliers must give at least three calendar days' written notice if unable to meet a delivery schedule, and failure to deliver on three separate occasions may render a vendor non-responsible and disqualify it from future solicitations for three years or indefinitely. Any DOC facility may request additional equipment during the award period, and expansion to other correctional facilities is possible. Place of performance is Trinidad Correctional Facility, 21000 HWY 350 East, Model, Colorado 81059.

The resulting contract is a one-time purchase with renewal for up to four additional one-year periods, not to exceed five years total, contingent on CDOC discretion, fund availability, and contractual satisfaction. Bids must be firm and all-inclusive of delivery fees and shipping. CDOC may consider annual price increases not exceeding 2.5% per fiscal year upon mutual agreement. Invoices are submitted by email to Accounts Payable by the 15th of each month.

Award goes to the responsible bidder whose acceptable quote is most advantageous to CDOC. Price is the primary consideration, with sample quality and lead time also evaluated, and past performance may be considered.

Questions are due November 5, 2026, with responses posted by November 6, 2026. CDOC estimates a Notice of Intent to Award on November 12, 2026 and a Purchase Order start on November 17, 2026 or later. Quotes are submitted via bidnetdirect.com/cdoc. Before Purchase Order execution, the awardee must provide proof of Colorado Secretary of State good standing and an insurance certificate, including $1,000,000 per occurrence commercial general liability naming the State as additional insured. Bidders must complete Exhibits A through F, including the conflict-of-interest certification and the disclosure of services performed outside the United States or Colorado, both mandatory with the bid.
