About this opportunity
The Colorado Department of Corrections is soliciting documented quotes under DQ 2027000151 for cameras, licenses, accessories, and components to upgrade the security camera system at Canon Minimum Center, with written questions due today, November 2, 2026 at 12:00 p.m. and quotes due November 5, 2026 at 2:00 p.m. Mountain Standard Time. No set-aside is selected, though bidders may qualify as Service-Disabled Veteran Owned Small Businesses if properly certified and documented.
The scope covers six camera line items totaling 115 units, each specified by model number in Exhibit D, plus licenses, accessories, and components. Installation is performed by CDOC staff. Delivery goes to Canon Minimum Center at 57500 East Highway 50 and Evans Road, Canon City, Colorado. Additional camera equipment not listed may be requested during the award period from any DOC facility. Bidders must submit itemized, all-inclusive pricing with delivery, shipping, and installation costs included, and must register with Bidnet Direct to submit quotes. The awarded bidder must provide proof of Colorado Secretary of State good standing, an insurance certificate, and complete CDOC's Enhanced Criminal Background Investigation within 30 days before purchase order execution. Required insurance includes $1,000,000 commercial general liability coverage. Bidders must also complete Exhibit E disclosing any services performed outside the United States or Colorado.
No contract value is stated. The purchase order is a one-time purchase with an initial term, and CDOC may renew it for up to four additional one-year periods, not to exceed five years total, contingent on appropriated funds. Pricing remains firm during the initial purchase order term. CDOC may elect an annual price increase not to exceed 2.5% per fiscal year, subject to mutual agreement. Vendors that fail to deliver on three separate occasions may be disqualified from future solicitations for three years or indefinitely.
Award goes to the responsible bidder whose acceptable quote is most advantageous to CDOC. Price is the primary consideration, with sample quality and lead time also evaluated. Invoices are submitted by email to the Accounts Payable Office by the 15th of each month, and CDOC pays within 45 days of acceptance of a correct invoice.
