About this opportunity
The Commonwealth of Kentucky's Department of Criminal Justice Training (DOCJT) issued Request for Quotation (RFQ) 525 2200000163 on March 11, 2022, seeking pest control services for fiscal year 2023 (July 1, 2022 through June 30, 2023). The procurement encompasses monthly pest control services at the Stone Building and driving track cones targeting spiders and mice, twice-annual pest control services across the entire DOCJT complex addressing spiders, silverfish, roaches, ants, and centipedes, and as-needed bed bug treatment and emergency pest control services. Vendors must provide all necessary supplies and equipment and are required to conduct a mandatory site visit at the DOCJT facility located at 4449 Kit Carson Drive, Richmond, Kentucky, within 30 days prior to proposal submission by contacting Garl Lovings, Facility Section Supervisor, at 859-200-6456. Responses must be submitted in writing with a signed and notarized affidavit by the 3:00 PM EST deadline on March 18, 2022. Award will be made to the lowest evaluated responsive and responsible offeror using a 1,000-point price-scoring methodology, with the lowest-priced vendor receiving maximum points and other bidders scored proportionally. The contract may be extended for one additional one-year period upon satisfactory completion of the initial term. Bidders must comply with Kentucky's campaign finance laws, sales and use tax registration requirements, state tax obligations, and boycott prohibitions, and must certify that neither they nor their subcontractors have violated applicable statutory prohibitions during the previous ten years.
The solicitation includes set-asides and preferences for qualified organizations, including Kentucky Correctional Industries, Kentucky Industries for the Blind, and qualified nonprofit agencies serving individuals with severe disabilities, which receive preference points as defined in 200 KAR 5:410 and KRS 45A.470. Reciprocal preference applies to Kentucky resident bidders. No incumbent vendor is identified in the solicitation documents. The total cost of services shall not exceed $20,000 per fiscal year, with payment made within 30 working days of receipt of an approved invoice submitted on or before the 10th of the following month in which services were rendered. All contracts are governed by the laws of the Commonwealth of Kentucky, and the Commonwealth reserves the right to request updated compliance affidavits at any time during the contract period, with non-compliance potentially resulting in contract termination, repayment of funds, and other available legal remedies.
