About this opportunity

The Commonwealth of Kentucky's Department of Criminal Justice Training (DOCJT) is seeking qualified audiologists to provide comprehensive audiometric testing services for its staff. The procurement is a Request for Proposal (RFP) specifically targeting licensed or certified audiologists who are credentialed by the Council of Accreditation in Occupational Hearing Conservation and comply with federal occupational noise exposure standards. Required services include conducting baseline audiometric testing within the first six months of employment for staff in Firearms, Critical Skills, Operational Skills, and other designated sections, with annual follow-up testing thereafter. Key deliverables include maintaining detailed test records, comparing annual audiograms to baseline results, providing written notice of standard threshold shifts within 21 days, and conducting retests within 30 days while maintaining strict HIPAA compliance. The proposal evaluation will be comprehensive, with 600 points allocated to technical criteria (300 points for experience and qualifications, 200 points for test record reporting, and 100 points for availability) and 400 points for cost considerations. Additional oral presentations could earn up to 250 points. The proposal was released on May 31, 2021, with submissions due by 3:00 p.m. EST on June 30, 2021, and the initial contract term anticipated from August 1, 2021, through June 30, 2022.

The RFP includes provisions for Kentucky resident bidders and qualified bidders, who may receive a preference scoring of 15 to 20 percent of maximum points if applicable affidavits are submitted. Foreign entities must provide a certificate of authority from the Kentucky Secretary of State within 14 days of bid opening. Vendors are required to submit three professional references, sample baseline and comparison audiometric test reports, detailed information about hours of operation, office locations, and all-inclusive costs for initial testing, retesting, and annual testing services. Proposals must be submitted in three separate sealed packages: technical proposals, cost proposals, and any proprietary information, with one original hard copy and four marked thumb/flash drives in Microsoft Word, Excel, or PDF format. No specific funding amount is identified in the solicitation, and the Commonwealth reserves the right to renew the contract for up to two additional two-year periods, subject to approval from the Secretary of the Finance and Administration Cabinet and the Legislative Research Commission Government Contract Review Committee.
