About this opportunity
The Rhode Island Department of Corrections is requesting proposals for supplemental on-site primary care physician services under RFP27007020, with proposals due October 26, 2026 at 10:00 a.m. EDT and vendor questions due October 7, 2026 at 2:00 p.m. EDT. The vendor must provide collaborative supplemental primary care to the incarcerated population to address staffing vacancies, population acuity, and continuity of care needs.
Service delivery spans 8:00 a.m. to 5:00 p.m., Monday through Friday, with overtime rates applicable to all other hours including weekends and legal holidays. The selected vendor will work on-site within RIDOC facilities and integrate with current full-time RIDOC providers. All proposals must be submitted electronically through Ocean State Procures; email, mail, fax, and hand delivery will not be accepted.
The initial contract term commences approximately January 1, 2027 for three years, with options to renew for up to two additional 12-month periods based on vendor performance and fund availability. Required insurance includes general liability at $1 million combined single limit, workers compensation at $100,000, automobile liability at $1 million, professional liability at $2 million, and cyber/privacy insurance with a minimum of $5 million per occurrence if the vendor has access to protected health information. A contract administrative fee of 0.33 percent will be withheld from all invoices.
Evaluation covers cost, technical merit, and Minority/Women Business Enterprise (ISBE) participation. Vendors with the lowest cost receive 100 percent of cost points; others are scored proportionally. Proposals must include separate technical, cost, and ISBE participation submissions. Pricing will be evaluated on hourly rates for services provided. All proposals are irrevocable for 180 days following the opening date and must comply with Rhode Island's General Conditions of Purchase and applicable state procurement regulations.
