About this opportunity
The Illinois Department of Corrections is seeking a qualified vendor to provide a two-year maintenance and repair service contract for the Accurate Controls security computer system at the Joliet Inpatient Treatment Center. The scope of work encompasses diagnosis and repair of door automation, camera, paging, and access control systems, as well as remote or phone troubleshooting of computer touchscreen and controls systems, with scheduled site visits to be arranged according to predetermined terms between the vendor and facility. All service work must be performed Monday through Friday between 8:00 a.m. and 4:00 p.m., with the vendor required to commence work within five days of contract execution unless otherwise agreed. The vendor must maintain General Commercial Liability insurance of $1,000,000 per occurrence with $2,000,000 annual aggregate, Auto Liability insurance of $1,000,000 per occurrence, and Worker's Compensation Insurance as required by law, and all vendor employees performing on-site services must pass mandatory security background checks and drug testing. A mandatory bidders conference and site visit is scheduled for April 22, 2026 at 10:00 a.m. at the Joliet Inpatient Treatment Center, with bidders required to confirm attendance by April 20, 2026 at 10:00 a.m. via email to Kenneth Cobbs. Bids must be submitted no later than April 29, 2026 at 10:00 a.m., with vendor bids remaining firm for 120 days from opening.
The contract documents do not identify specific set-aside designations or disadvantaged enterprise restrictions; however, prevailing wage requirements apply and vendors are responsible for ensuring compliance with Illinois Department of Labor prevailing wage rates. Subcontracting is not permitted under this contract. The contract may be partially or fully funded with federal funds, with the percentage and total amount to be provided to the awarded vendor in the notice of intent to award. Pricing under this contract is estimated rather than firm, with the total maximum amount to be determined by the State prior to execution and all prices required to be F.O.B. Destination. The contract term is two years commencing upon the last dated signature of both parties, with the State retaining the right to terminate for convenience with 30 days' notice and to consider the vendor's performance and compliance with law when determining whether to continue the contract or suspend the vendor from future state business.
