About this opportunity
The Rhode Island Department of Corrections is soliciting proposals from qualified vendors to provide household and dormitory furniture through a Qualified List of Vendors (QLV) solicitation. The procurement seeks vendors capable of supplying furniture for correctional facilities on an on-call, as-needed basis. All proposals must be submitted electronically through Ocean State Procures by January 20, 2026, at 11:00 AM EST, with vendor questions accepted through January 9, 2026, at 2:00 PM EST. The initial contract period will commence approximately March 1, 2026, and will run for three years, with potential renewals for two additional 12-month periods contingent upon vendor performance and fund availability. Vendors must specify their own pricing terms with delivery on a Free On Board Destination basis, and payment terms will also be vendor-specified. Respondents must register in Ocean State Procures prior to submission and maintain an active registration status throughout the procurement process.
The solicitation includes specific set-aside requirements, mandating that a minimum of 10% of the contract dollar value must be awarded to certified minority-owned businesses (MBEs) and women-owned businesses (WBEs), with MBE utilization plans required for each award issued. Vendors must provide comprehensive insurance coverage, including general liability ($1,000,000 combined single limit), workers compensation ($100,000 each accident), automobile liability ($1,000,000), crime coverage ($500,000 or 50% of contract amount), and professional liability ($2,000,000 per occurrence). A 0.33% contract administrative fee will be withheld by the State upon invoice payment, effective January 1, 2026. The State reserves the right to make one or multiple awards or reject all bids, and while an estimated total contract value is not specified in the solicitation, the procurement is designed to establish multiple vendor contracts for furniture procurement. All proposals will be evaluated based on the vendor's ability to meet the specified requirements, with a focus on diversity, insurance compliance, and the ability to provide high-quality furniture for correctional facility needs.
