About this opportunity
The State of Illinois Department of Corrections is seeking a qualified vendor to replace a three-phase transformer at Dixon Correctional Center's Building 50 through a small purchase procurement method (BidBuy reference B-50123). The procurement encompasses a one-time order for complete transformer replacement, including removal of the existing Howard Industries 75 KVA unit and installation of an equivalent replacement with all necessary labor, materials, and equipment. The vendor must remove the existing transformer and associated equipment, prepare the installation surface, install the new unit, conduct testing to ensure functionality, and provide temporary power to Building 49 during the replacement work. All work must comply with applicable electrical codes and standards, be performed during normal business hours (Monday through Friday, 7:00 a.m. to 3:00 p.m. CST) with minimal disruption to facility operations, and be coordinated with Dixon Correctional Center's Chief of Engineering. The contract term commences upon final execution through June 30, 2026. Proposals are due by January 21, 2026, with a posting date of January 9, 2026. Vendors must maintain current licenses and certifications, comply with all applicable federal, state, and local laws, undergo background checks and security clearance procedures prior to on-site work, and provide personnel information including names, dates of birth, and Social Security numbers for security vetting.
The State has not identified specific set-aside designations or restrictions limiting response to particular business classifications based on the available documentation. No incumbent vendors or existing contractors are referenced in the procurement materials. Vendors must maintain general commercial liability insurance of $1,000,000 per occurrence with a $2,000,000 annual aggregate, auto liability insurance of $1,000,000 per occurrence, and workers' compensation insurance as required by law, with the State named as an additional insured. Subcontracting is not permitted under this contract, and all costs including transportation and handling must be included in vendor pricing on an F.O.B. Destination basis. Monthly invoices must be itemized and submitted to Dixon Correctional Center's Business Office showing dates and types of service rendered, subject to reconciliation and approval before payment processing. The maximum contract amount is to be determined by the State prior to execution, with pricing estimated at this stage of the procurement.
