The scope is up to 24 hours per week of mental health services for approximately 200 male inmates at the facility located at 110 Wright Street, Marion, Virginia. The psychiatrist will conduct evaluations, provide psychopharmacological treatment, make treatment recommendations, and maintain inmate health records. Required qualifications are an M.D. or D.O. degree, graduation from an ACGME or AMA-approved psychiatric residency, current Virginia medical licensure, current Board certification, current DEA certificate, and a National Provider Identifier. Compensation and hours are negotiable. The initial contract term is one year with four potential one-year renewal options. Price increases at renewal are limited to the percentage increase of the Physician Services category of the Consumer Provider Index.
Individual providers and sole proprietors are covered by the Commonwealth's professional liability insurance at $2.75 million per occurrence and $4.5 million aggregate, with annual increases through 2030. Providers must complete criminal background checks, DOC orientation, drug screening, PREA training, and comply with all security regulations.
Evaluation criteria assign 50 points to the ability to meet service requirements and Small Business subcontracting plan, 30 points to demonstrated clinical experience, 10 points to professional credentials and curriculum vitae, and 10 points to acceptance of contractual terms. Mandatory submission elements include a curriculum vitae, at least four references from current or recent accounts, Small Business Subcontracting Plan, and State Corporation Commission registration.
