About this opportunity

The Minnesota Department of Natural Resources (DNR) is soliciting bids for a wetland restoration project located at the Lac Qui Parle Wildlife Management Area (WMA) Shelstad Unit in Lac Qui Parle County. The procurement seeks a contractor to perform comprehensive wetland restoration services, including locating and breaking drain tile, removing sediment to reestablish wetland basins, constructing a water-retention berm, removing spoils to designated areas, and sowing cover crops with mulching of disturbed areas. Bidders must demonstrate qualifications by having completed at least two wetland enhancement or restoration contracts since September 2021, with one contract valued at $50,000 or greater and another at $30,000 or greater. Contractors cannot have been found in default, had a contract terminated for cause in the last 36 months, or received willful or repeated safety citations from OSHA. The solicitation requires electronic submission through the Swift Portal by October 4, 2024 at 2:00 PM, with site visits available by contacting project managers Adam Kleinschmidt (320-491-5030) or Matt Olson (701-220-2493). Bid evaluation will focus on the lowest responsible vendor meeting all specifications and terms, with the state reserving the right to award items separately or by total project scope.

The procurement includes provisions for subcontractor diversity, requiring bidders to complete a First-Tier Subcontractors List that identifies potential subcontractors and their business classifications, including Targeted Group Businesses, Economically Disadvantaged Businesses, and Veteran-Owned Businesses. A 5% Solicitation Bond is mandatory with bid submissions, which will serve as liquidated damages if the awarded contractor fails to enter the contract or provide a required performance bond. While specific budget details are not explicitly stated, the project involves approximately 20 acres of restoration work with multiple line items for various project components. Preferences are noted for Minnesota resident vendors and veteran-owned small businesses, and contractors must comply with prevailing wage requirements. The DNR will handle native plant seeding, while the contractor will be responsible for cover crop installation, erosion control, and mulching. Contractors experiencing difficulties with registration or response submission can contact the Contractor Assistance Help Desk at 651-201-8100, Option 1, for support.
