The procurement is specifically for a specialized tank to be delivered to the DNR COLO Grand Rapids location at 483 Peterson Road, Grand Rapids, MN, with a required delivery date of June 2, 2025. The tank must feature a twin-compartment design constructed of aluminum or stainless steel, with specific requirements including specialized drainage features, specific hatch configurations, air scoops, and oxygen systems. Bidders must submit responses through the SWIFT Supplier Portal by May 9, 2025, at 2:00 PM Central Time, with all questions to be submitted in writing to Cherri.Neuschwander@state.mn.us no later than May 7, 2025, at 2:00 PM CT. The anticipated contract term runs from May 10, 2025, to June 30, 2025, with all responses subject to comprehensive review and potential rejection if they do not meet the state's detailed specifications.
The solicitation demonstrates a strong commitment to diversity and inclusion, with explicit encouragement for participation from small businesses, businesses owned by racial minorities, women, persons with substantial physical disabilities, veterans, and service-disabled veterans. The state offers a potential 12% procurement preference for targeted group, economically disadvantaged, and veteran-owned businesses. While the precise contract value is not explicitly stated, the procurement is focused on a single specialized tank with specific technical requirements. Respondents must be registered in the SWIFT system, which now requires multi-factor authentication implemented on October 16, 2022. The state reserves the right to award the contract to a single or multiple responders based on their established selection process, with an emphasis on comprehensive compliance with state procurement regulations and environmental preferences for recycled materials. Potential bidders should be prepared to provide detailed product documentation and meet stringent technical and administrative requirements.
