About this opportunity

The Minnesota Department of Natural Resources (DNR) is seeking bids for a ceramic tile replacement project at the St. Croix State Park Women's Bathroom, located at the All Seasons Trail Center in Hinckley, Minnesota. The solicitation, identified as Event 2026-566, requires a contractor to supply and install approximately 907 square feet of ceramic tiles, including wall tiles (Dal-Tile Florentine 12" x 24" in Carrara color), floor tiles (Dal-Tile Marazzi Carbon 12" x 12" chiseled matte and CT Floor Mosaic 1" x 1" unglazed mosaics), along with associated materials such as grout, thinset, waterproofing, crack isolation, and metal trim components. The project covers tile work in two shower stalls, three toilet stalls, and the main sink area, with the DNR handling preliminary floor and wall preparation. Responses must be submitted electronically through the Swift Portal by January 15, 2026, at 2:00 PM, with site visits available by contacting project manager Rick Dunkley or Operations Supervisor Josh Zaudtke at (320)-280-7881. The contract requires work to commence no earlier than January 20, 2026, with substantial completion required by March 1, 2026, and final completion by April 1, 2026. Award will be made to the lowest responsible vendor meeting all specifications, with unit pricing including all associated labor, materials, tools, transportation, equipment, and taxes.

Contractors must be registered with the Minnesota Department of Labor and Industry prior to contract award and comply with prevailing wage requirements under Minnesota Statutes. The project has specific insurance requirements, including workers' compensation insurance, commercial general liability insurance of $1,500,000 per occurrence, and automobile liability coverage, with the State named as an additional insured. Responses exceeding $50,000 must include a 5% surety bond, and projects reaching $175,000 or more require 100% performance and labor/material payment bonds. Non-Minnesota contractors are subject to an 8% withholding tax on cumulative payments over $50,000 unless an exemption is obtained. Tile setters will earn a base rate of $37.02 per hour plus $35.15 in fringe benefits. The State reserves the right to reject any or all responses, require presentations or samples, and award to single or multiple responders as deemed in its best interest. While no specific set-aside designations were mentioned, the solicitation indicates a potential for resident vendor preference for Minnesota-based companies in the event of tied low bids.
