About this opportunity
The Minnesota Department of Natural Resources (DNR) is seeking bids for a comprehensive tree removal project at the Waubun Wildlife Management Area in Mahnomen County, covering approximately 320 acres. The solicitation, identified as RFB 2025-505, requires contractors to provide labor, equipment, herbicides, and all necessary resources to cut, stump treat, pile, mow/mulch, and burn targeted trees and brush. Specific deliverables include cutting and herbicide treatment of 5 acres, mowing/mulching of 12 acres, and piling and burning trees across the project area. Contractors must use specific equipment such as rubber tracked skid steers or tracked crawlers with appropriate mowing attachments, and operators must have a minimum of 250 hours of relevant equipment experience. The bid is due on January 23, 2025, and interested parties can schedule a site visit by contacting project managers Robert Baden (218-846-8476) or Greg Henderson (218-846-8475). Evaluation will be based on the lowest responsible vendor meeting all specifications, with bids to be submitted electronically through the Swift Portal. Contractors must demonstrate qualifications, including completion of at least one similar tree removal contract valued at $10,000 since February 2018.
The state encourages participation from businesses owned by minorities, women, veterans, and those with substantial physical disabilities, with a 12% preference available for certified veteran-owned small businesses on the first $2,000,000 of the solicitation response. Contractors must not have been found in default, had a contract terminated for cause in the last 36 months, or received willful or repeated OSHA safety citations with final orders. While no specific budget range is explicitly stated, the comprehensive nature of the project suggests a significant investment in vegetation management. The DNR reserves the right to award items separately or by grouping, ensuring the most advantageous outcome for the state. Contractors must use Garlon 4 or equivalent Triclopyr-based herbicide for stump treatment and must employ licensed commercial pesticide applicators. The project must be substantially completed by March 15, 2025, with final completion by April 15, 2025, and work must be conducted when ground is frozen or dry to prevent rutting and protect underlying prairie grasses.
