About this opportunity

The Minnesota Department of Natural Resources (DNR) is seeking a contractor for the 2025-694 Tangnes Road Graveling project in Roseau County, issuing a Request for Bid (RFB) to provide, load, haul, and spread approximately 2,500 tons of granite rock base. The project requires spreading 500 tons of rock base per mile over 5.0 miles of the Tangnes State Forest Road, with specifications for even distribution and specific uncompacted depth. Contractors must submit bids electronically through the Swift Portal between March 14, 2025, and April 8, 2025, by 2:00 PM, with a site visit available by contacting project manager Shane Delaney at 218-425-7793. Key qualifications include having completed at least two prime contractor projects valued at $10,000 or more since January 1, 2022, involving power shovel work, and ensuring operators have 50 hours of experience with similar gravel trucks. Evaluation criteria include the lowest responsible vendor meeting all specifications, with contractors required to include all costs in their unit price, such as labor, materials, transportation, equipment, and taxes.

The procurement opportunity includes provisions for diverse and small business participation, with opportunities for businesses owned by minorities, women, veterans, and individuals with disabilities. Contractors must be registered with the Department of Labor and Industry and provide a solicitation security bond of 5% of their total bid amount. The project requires contractors to submit a First-Tier Subcontractors List, verifying that all subcontractors meet minimum responsible contractor criteria. Bidders must provide appropriate insurance coverage and comply with prevailing wage rates and Minnesota workforce regulations. While no specific incumbent vendors are mentioned, the contract emphasizes ecological considerations, including invasive species prevention and pollinator habitat protection. The project is scheduled to commence no earlier than May 15, 2025, with a contract completion date of June 30, 2025. Payment will be based on quarry scale tickets and verification of even gravel distribution, with the state reserving the right to award items separately or by grouping to maximize advantageousness.
